THE ANGLO-IRISH WAR from 1919 to 1921 was the logical result of the politics of exaltation: but how far it was generally desired is less easily established. Once again, the IRB element in the Volunteer movement worked hard to propel affairs towards a point of no return; but the Sinn Fein organization as a whole did not fall easily into line. Many were awaiting the outcome of the Versailles Conference, hoping for American pressure on their behalf; many others were not ready to accept the confrontation tactics of extremist Volunteers, now generally called the Irish Republican Army (IRA). For from 1919 these tactics amounted, essentially, to shooting down policemen, on and off duty, arguing that the Royal Irish Constabulary - however Catholic and Irish in personnel — were objectively the representatives of alien oppression.
Newspaper editorials, and reports of sermons, show that this grisly process was found generally repellent for a long period. Nor were the twelve people killed by government forces up to January 1920 a sufficient response, in IRA terms, to the sixteen policemen assassinated in the same period. It is also worth noting that up to August 1920, when the Restoration of Order Act introduced military courts of inquiry, no murderer had been convicted. The question of violence was a divisive issue in Sinn Fein councils from 1917; the campaign of killing policemen was a deliberate assertion against the 'political' wing, as well as evidence of the continuing effort of a minority to enforce their own alternative reality. In their minds this amounted to a declaration of war on behalf of the legitimate government of a 'virtually established republic. It also entailed a struggle for 'freedom' that would be total and different from whatever measure of Home Rule the British government might eventually enact.
