Should governments spend more money on improving roads and
highways, or should governments spend more money on improving
public transportation (buses, trains, subways)? Why? Use specific
reasons and details to develop your essay.

There are two main aspects that should be discussed in this essay - the social one and ecological. They are closely related. The first, social, question should be expressed this way: should the government develop mass transit or provide better conditions to individual means of transpotation (developing highways)? The ecological one conserns the relation between more and less ecology friendly means of transportation (trains and subways and, on the other hand, buses and personal autos).
We should keep in mind, that public transportation is used mostly by undefended social groups - poor, children and teenagers, elder persons, people who are incapable to drive their own car. Although, you can't develop bus transportation without developing the road system. Developing such means of transportation as trains and subways would help us both to provide good transportation coviniences for people and take care of nature.
On the other hand, reducing the right of people to use their individual transportation would induce a lot of protests. Personal transportacion is much more comfortable than the public one and gives more independence in moving. But nowadays the increasing number of cars becomes so serious problem in big cities, that many people leave their cars for a picknics and use subways to move through cities.
In my humble opinion, developing ecology friendly public transportation is more perspective, than building more and more roads. But I think, that every person should be able to move freely - and it is better to be realized by building roads than by building nothing.
