Oostende, the beach and the Kursaal, circa 1890. This gives us a good view of the infamous "Bathing Machines" in which women had to not only change into their bathing suits but also be carried into the water to avoid the indignity of having to walk across the beach in their bathing suits.

Families would rent these and pay a man with a horse to pull them into the water. Women could thus enter the water without having to walk across the beach in their bathing suits, which was of questionable propriety. This picture is dated 1928
